The bolt size would be 16mm (M16) the spanner size would be 24mm (or 15/16" would fit in old money spanners!) for length you would need to hold the plate to the towbar bracket along with the towball and measure the thickness of the three pieces of metal, then add enough length for two washers, a spring washer and the nut.

 

forgot to add, make sure that they are high tensile bolt that you are using, thes will have the number 8. 8 on the top of the bolt head (possibly 10. 9, but these are less common to find held as general stock- at least in the places that I have worked with)

Could be the right one, you really need to measure the total thickness of metal that it is going through then add the extra for nut and washers though the 80mm is 8cm long so would cover you for approx 68mm of metal and leave room for the nut and washers.

If it is go to the local garage and buy them. They can also check your car towball and mounting plate.

 

You may need to ask them to slacken (big spanner job) the existing bolts and supply shakeproof washers for use with the new bolts. They are not reusable washers.
