what does means E.E.C. report nºDOE?

My guess would be that it's all to do with one of the standards laid down by the European Economic Council which factories had to meet during the 1980's.    Much like the present EU standards are today.

By the way, that plate is for the hitch coupling, branded Sigma II - shows a limit of 1100kg and maximum noseweight of 100kg - if there's a rating plate for the axle, or caravan as a whole it may show less than 1100 kg.
