Assuming this a vent for when the heating is on and need to remove the cover on the outside 

Nothing in the manual I can see to find out? Cover removed in the photo

It's the flue for the water heater.   If the cover is left in place when the boiler is turned on, the gas will switch off.

But it IS OK to be left on if you are heating the water by electric.

Most certainly.   I haven't had my flue cover off for years.   I always use the electric
