One further point is surely that ISO require Pin 9 to be permanent live.

Would Volvo wire in a system that isn't to ISO requirements??

The permanent 12v supply, used for ATC should be ... er ... permanently live - it shouldn't depend on ignition being on or off.

Is pin 9 operation checked as part of the current MOT ?

Probably not, as MOT is only interested in roadworthyness I.E. road lights not caravan specific functions
